Overdressed (for Hawaii) professional photographer is preparing for that group shot (see his camera on the step?) where he's setting a bit higher and all of the subsequent people will look up to him and smile for the photo. The two ladies have lanyards/ID tags and/or work with him or the building. Looks like an official government building or facility for "oldish" people. Or, maybe that's the group shot for a wedding. Pretty sure the facility had those steps since I can't quite see it coming out of his local vehicle. (Disclaimer: first hubby was a pro photog.) Nice to see the green lawn.
